Scarlet kingsnake added to permit question for John White

I was reading the updated application for the hold and sell permit and noticed that scarlet kingsnake was added to the check boxes that already listed corns, eastern kings, and mole kings. However in the description above the check boxes scarlet kings where not included. I am wondering if this was inadvertent.

Secondly,  when reviewing the application for the permit to propogate, buy, and sell I noticed that scarlett kings were not included at all.  Could anyone find out if this was also inadvertent or is Virginia only allowing us to buy and sell them but not breed them?
