David beat me to it! Definitely a black racer and a nice one too. I've heard stories, but have never experienced them chasing someone. A runner at work was telling me that he was chased by one and it really freaked him out.

None of our native snakes chase people. A person may find themselves between a snake and it's escape route and this is often misinterpreted as aggression.

So the answer: northern black racer (Coluber constrictor constrictor). Unlike what the name implies, this snake does not constrict but pins down prey against the ground and swallows prey alive. Coluber constrictor constrictor
